THE CATHOLIC CHURCH: CONSCIENCE VS. DOGMA.
The Catholic Laity, "the Body of the Church", long ago answered this question for itself.
Pope Francis has been articulating that answer.
What he needs to do now is to give it the weight of Dogma, by defining it "Ex Cathedra".
Time to take off the velvet glove.
The Catholic Church must always be Christian as well as Catholic.
