this rapid-fire world of ours. Of course, as in military
campaigns,
a rapid response in one direction may occasionally have to be followed
by a "strategic withdrawal" in another direction. Charge that
to
"the fog of war", and to the necessary flexibility any mental or
military
campaign must maintain to be effective. But the mission will
always
be the same: common sense, based upon facts and "real politick",
supported
by a visceral sense of Justice and a commitment to be
pro-active.

IF YOU WANT SOME RELIABLE FACTS (AND OPINIONS) ABOUT AMERICA AND THE COVID-PANDEMIC,
read the new book by Dr. Scott Gottlieb (former Commissioner of FDA and close confidant of the White House on these matters):
"UNCONTROLLED SPREAD: Why COVID-19 Crushed Us And How We Can Defeat The Next Pandemic" (Harper Collins, 2021).
The following are some key points that I gleaned from reading this expose.
- Failure
of national preparation for a pandemic by at least two prior
administrations (Bush ll and Obama) despite several serious near -
pandemics since 2001.
- Persistent subterfuge and failure to abide by international agreements by China - a Rogue Nation.
- Willful Neglect of responsibilities by WHO in favor of good relations with China.
- Only partial recognition early (December 2020, January 2021) by the Trump administration of the possible scope of this pandemic.
- Failure of CDC to rise to the needs presented - a Systemic / Structural failure...and also a concern with self-dealing.
- No
adequate Testing available early and for too long, leading meanwhile to
an explosion of cases before realization of the Scope of the problem.
- Incorrect
early guesses regarding mode of spread (contact vs. aerosol) leading to
emphasis on ineffective foamites and decreased reliance on Masks.
- Shortage of basic equipment in the greatest nation in the world.
- Instead of international cooperation...every nation for itself.
- Mixed
messaging throughout, reflecting the above state of information and
insight, and resulting in loss of credibility with the public.
- Great
Rapid Development of vaccines, "Warp Speed". with cooperation of
Government and Private Industry. But lost opportunities for earlier
cooperation with national pandemic needs.
- Finally recognition of National Security At Risk, requiring total involvement of all Intelligence Agencies.
- Prepare Now for the next Pandemic...which will probably be Worse.
- Work now to reduce / clear the extra Vulnerability of our Under-Classes, especially with regard to Health.

That's when the Fake News about candidate and later President Trump began to be spewed forth by the Irresponsible Left.
And
now those of us who paid attention to the actions of that President and
who did not allow ourselves to be blinded by his sometimes bombastic
style (no "apprentice" at that) know what it was all about.

Over
the last 18 months, eastern Connecticut communities have banded
together in tough times to support one another and build back even
stronger than before. Our state continues to lead the nation in
vaccination rates, with over 75% of the population now vaccinated with
at least one dose of the COVID-19 vaccine—a milestone that helps set
our communities up for success as recovery continues.

Now, here with a few updates from the week.
- Congressman Joe Courtney
A Bipartisan 2022 NDAA
Last
night, the House passed the 2022 National Defense Authorization Act
(NDAA), with an overwhelming bipartisan vote 316-113. The 2022 NDAA
includes some major priorities for eastern Connecticut—it makes
historic investments in submarine procurement by maintaining a
2-per-year build rate of Virginia-class submarines, and it invests in
industrial base improvements to support an increase in production to
3-per-year by 2025. All of that signals major manufacturing
opportunities for eastern Connecticut.
The
House’s 2022 NDAA would also make sure we sustain work on the new
generation of Columbia-class submarines, built right here in
southeastern Connecticut; it supports the repair and maintenance of the
U.S.S. Hartford at Electric Boat in Groton; and makes substantial
investments in undersea R&D that is crucial to our Navy’s
preparedness. At a time when America’s national security priorities are
shifting to the maritime domain, our 2022 NDAA is exactly what is
needed to ensure we’re prepared to overcome tomorrow’s
challenges.

The
NDAA is about more than just shipbuilding though. The bill includes
important new support for servicemembers and their families, including
a 2.7% pay raise, and for our National Guard and reserve troops—things
like an across-the-board pay raise, resources to help military moms and
dads pay for childcare, and support for military families with special
needs members. It also fully authorizes the new Connecticut Army
National Guard Readiness Center in Putnam, and includes support for
public schools that serve high numbers of kids from military
families—we've got several of those here in our
region.
We’ve got more work ahead until
our 2022 NDAA becomes final, and as Chairman of the Seapower
Subcommittee I’ll continue working with my colleagues on both sides of
the aisle—and on both sides of the Capitol building—to send it to
President Biden’s desk.

A Promising New Partnership With Our Closest Allies
Australia,
the U.K. and the U.S. share a common history and a common destiny. Late
last week, the Biden Administration announced a historic new trilateral
security partnership between our three nations, known as
“AUKUS.”
Under the pact, America and the U.K.
will help Australia to develop and deploy more efficient
nuclear-powered submarines—a game-changer that will dramatically
enhance a deterrent defense to one of our key allies in the Pacific. As
co-chairs of the Friends of Australia Caucus, my colleague Rep. Mike
Gallagher (R-WI) and I welcomed this new partnership. It’s a great move
by President Biden, and it’s a testament to the kind of ally Australia
has shown itself to be: one we can always count on to stand strong for
our shared values. It's also a testament to the important work
happening in the "submarine capital of the world" in eastern
Connecticut. There is no doubt Connecticut will be a key partner in
this endeavor.

On
the heels of the announcement, this week I was honored to help welcome

executive branch, as well as our allies in Canberra and London, to
build on this momentum and ensure the success of this promising new
partnership.

Pushing for Fairness for Student Borrowers
The
federal Public Service Loan Forgiveness (PSLF) program was created to
reward hardworking Americans who dedicated their professional careers
to public service, and to incentivize more Americans to enter public
service careers—folks like teachers, police officers, fire fighters,
nurses, and others. The program has been hampered by some persisting
problems over the years, but this year it’s been a welcome change of
pace to see Education Secretary Miguel Cardona and the Biden
Administration get serious about addressing the student loan debt
crisis, and about fixing PSLF.
Today, as the Department’s
public comment period on PSLF came to a close, I wrote to Secretary
Cardona to share the stories of five workers in eastern Connecticut who
had serious problems with PSLF. We don’t need to reinvent the wheel to
right the ship at PSLF, but we do need an Administration that takes the
problem seriously. Glad we have that in Secretary Cardona, and I’ll
keep working to highlight the issues of our workers here in eastern
Connecticut to help the program get fixed.

Negotiations Continue on a Historic Infrastructure Package
My
office has heard from thousands of people from across eastern
Connecticut who want Congress to work together to reinvest in our aging
infrastructure. I agree with them, which is why I support the
bipartisan infrastructure investment package currently being considered
in Congress. The bipartisan plan would provide all 50 states with more
resources to complete some of America’s biggest, most overdue surface
transportation projects. Here in eastern Connecticut we don’t have to
look too far to identify which projects those are—regional landmarks
like the Gold Star Bridge, the Haddam Swing Bridge, and many more are
in need of serious repair.
This week, while the House
has been at work finalizing a bipartisan deal with the Senate, I joined
Channel 3 News to talk more about how the bipartisan infrastructure
plan would help get work done in eastern Connecticut. I’ll be back with
more updates as they come, and as we get closer to final passage.
MONDAY and TUESDAY, September 20 and 21, 2021
MOST DEMOCRACIES IN HISTORY HAVE HAD AN EFFECTIVE LIFE OF 200 - 300 YEARS.
AND MOST HAVE ROTTED FROM WITHIN. IS AMERICA NEXT?
In my opinion, the time between now and the November 2024 elections will hold the answer to that question.
During that interval, several fault lines will either hold or give way.
1) The *Biden Administration
is well on its way to fracturing any chance of cohesion among the
American People, with its irresponsible actions at the Southern border,
its actions in support of the socialist Leftist agenda - including
demonizing all contrary ideas and proponents, and its reckless actions
on the world stage, particularly in the Middle East. Here, see the
recent article by Rachel Ehrenfeld entitled: "The Democrats Funding Islamist Terrorists".
2) The Republican Party
is in an identity crisis. Who are they? What do they stand for? What do
they stand against? Right now it seems that the only issue that they
stand For or stand Against is Donald Trump. This, despite his
successful four years as President in the face of constant vitriol
directed against him. Of course, his bombastic style did not help. But
he produced a Legacy well described by William Galston in his extensive
review published in the WSJ on November 14, 2020 and entitled:
"Trump Remade His Party And The World".
If the Republican Party does not articulate a consequential Platform
that has Middle-America and the Common Man as its prime beneficiary -
and if it does does not embrace Donald Trump as one of its central
figures, they will lose.
3) The American Military are being undermined by their politicized Command structure. They and we cannot survive this.

4) Our civilian security apparatus,
including the FBI, the CIA and even the NSA, have seen their leadership
extensively politicized in the last few years, particularly in
opposition to their Commander in Chief. Shameful and Dangerous.
5) The integrity of our national and local election processes
has been brought into serious question in the view of the American
voter. There could be no more virulent infection in the body politic of
a democracy that this. Only our elected officials, despite their own
perceived contamination, can treat and reverse this.
This
nation and its people have between now and the coming Elections to
address these fault lines. If we don't, we and our children and
grandchildren will live in a far different country...if it survives at
all.

Vaccination Requirements. It all makes sense and should not need a
"requirement". "Is anybody there? Does anybody care?"
- Two
recent WSJ articles address the very dangerous game of "Chicken" we
seem to be playing with China, with regard to sea power and especially
relating to what must be the total security of Taiwan. No hyperbole:
this is where WW lll could start.
- "Critical
Race Theory": one of several hare-brained ideas from the "Woke"- But -
Uneducated generations around us at this time. See the recent article
from the Heritage Foundation.
- Our children in the pandemic age: Whither, or Wither? There will definitely be effects, as addressed in the NYTimes Magazine article entitled "What Have Kids Lost?"
But my bet is on the resilience of young people - so long as they have
attentive parents. Of course, these days that is the Wild Card.
- No
one who lives in our larger cities needs to be reminded of the failures
of Governance and Order...as the bullets whiz by their ears. See the
recent article by Chris Powell entitled "Violence in Our Cities Shows Policy Failures". YA THINK?!!

- BIOLOGY
/ SEX / HOMOSEXUALITY / TRANSGENDERISM. These are Real variations in
the Norm, and from the Norm...and not just things to be For or Against
or to Take Political Advantage Of - as is now the case among even
thinking people. This topic is too extensive to be addressed
here. But I will address it at a later date, as an informed and
experienced physician and as a caring human being.
- Regarding
President Trump. We are each either For or Against him. I have been For
him throughout the years when he was establishing his Legacy, as
described in the November, 2020 WSJ article to which I referred in an
earlier RR. But there are much larger issues at stake in the coming
2022 and 2024 elections, issues which will determine the future - and
even the survival - of this democracy. THINK, MAN, THINK!
- MEANWHILE,
BACK AT THE REPUBLICAN RANCH, the Rino's and Never-Trumpers and Always
Big Business Swamp Creatures are about to get everyone's vote - except
the Average American's vote. "You're Doin' A Fine Job, Brownie".

IS THIS REAL...OR ARE THEY JUST BLOWING SMOKE?
What are real are the wild fires, droughts, hurricanes, heat waves, water shortages, changes in wind patterns...already here.
What
are also real are: the massive disruptions to occur immediately
throughout the industrialized world from the proposed changes; the
inability / unwillingness of the Third World peoples to undertake any
of these changes, thereby negating the global effect benefit of those
changes.
And then there are alternative factors that may be
operating to explain the current real "global warming"...such as the
periodic activities of the Sun, which are currently in play.
What
is Real is the unprecedented Politicization of Science, whether it be
about the Covid Pandemic or about Global Warming. That is in itself a
Disaster to its credibility and influence.
What to do?
1)As is true with changing direction of a massive super-tanker: slow as she goes, to avoid capsizing the global ship;
2)
Undertake a broad-based global assistance program for those Third-World
countries who have under their control the opportunity to make a real
impact, such as those who own the world's main forestry, a sump for
trapping the atmosphere's CO2.
3) Work for international economic
cooperation rather than dangerous competition, regardless of internal
political theory, religion or even commitment to human rights - or risk
a quick end to this problem in a global nuclear war.
That's the best that I can do now. Any other suggestions?

The Left HATES black conservatives
The
radical Left is back to their old tricks – attacking black
conservatives because they can’t stand when we think for ourselves.
Their
latest assault is against Larry Elder, a popular radio talk show host
and insurgent candidate for Governor in California’s recall against
Left Coast Liberal Gavin Newsom. Polls show Elder within striking
distance of defeating Newsom, and the Institutional Left is having an
absolute meltdown!
One left-wing columnist even accused Larry Elder
of being the “Black face of white supremacy,” saying he is a “clear and
present danger” to Black Californians.
In reality, he’s a danger to the Left’s stranglehold on power in California and a threat to their control over black voters.
My

it would be good to consider the national Leadership this nation has had in these last two decades.
Rudy Giuliani earned the title of "Our Nation's Mayor".
President George W. Bush
demonstrated a strong but reserved hand on the ship of State while the
nation went from a united deep grief to burning rage. And he channeled
that rage properly to the fundamentalist Islamists of the Middle East.
I believed then, and I believe now, that we were right to attack there.
How we proceeded thereafter is subject to much deserved criticism,
largely due to advice from the likes of Chalabi and Rumsfeld. A great
deal of that detailed criticism from me is readable in my Rapid
Response offerings from 2004 to 2007, available on this web site.
Then came President Barack Obama,
who spent too much leadership capital as the "First Black President"
and as a feckless "world leader''. His presidency was ably mis-managed
by his Vice-President, reflecting Joe Biden's lack-luster 40-odd years
as a U.S. Senator.
Then came President Donald Trump,
who was elected easily over Hillary Clinton by a citizenry disgusted
with over eight years of mis-guided direction and and facing a
soap-opera. He was immediately and incessantly attacked by a gang of
juveniles whose tenure in society I had predicted coming after the
1960's: "Horse's Ass and Son of Horse's Ass"...to which I was forced in
the last 20 years to add "Grandson of "Horse's Ass".
NEVERTHELESS, "TRUMP REMADE HIS PARTY AND THE WORLD",
as chronicled in great detail by William A. Gallston in his excellent
article published in the WSJ on November 13, 2020. Anyone who needs a
cathartic from the years of excrement provided by the "mainmedia"
should read this carefully.
Then came the Election of 2020,
prepared for by the Democrats by all manner of illegal and ill-advised
changes in election procedures - leading to a *presidential election
and a pretender to the office: *Joe Biden. I am convinced that this fact will be further proven in the coming years.
Meanwhile,
we are stuck with a "leader" who is stupid, shallow and possibly
demented...who creates immigrant and disease and drug crises on the
Southern border and throughout the nation, who equivocates over the
existential Threat posed by China, who ignores the nuclear threat posed
by Iran, who demeans our greatest asset in the Middle East - Israel,
who disrupts NATO and disgraces this nation with the chaos of our
ignominious retreat from Afghanistan and its ongoing aftermath, and who
cannot even manage an honorable meeting with our most recent fallen
heroes and their families. He produces a smoke-screen for all of this
by trying to assert imaginary and illegal ""presidential actions" like
the most recent one involving "vaccine mandates".
A SHAME. ANOTHER DISASTER TO CONSIDER ON THIS 20TH. ANNIVERSARY OF 9/11.

After a personal debate ("On the one hand...On the other hand"):
1) I know on no valid religious objection that trumps the personal and societal Good of Vaccinations.
2)
Especially in a pandemic that has killed millions world-wide as well as
locally, every person has a Responsibity to get vaccinated - to protect
himself and those around him. I know of no valid reason not to get
vaccinated: a personal responsibility and in most cases an act of free
will. The exception Requiring vaccination would be in the active Health
Care Field.
3) In all other cases, regarding the above vs. Liberty / Free Will decisions:
"LIVE FREE OR DIE"
AS ONE FREEDOM IS LOST OR SURRENDERED, OTHERS WILL BE PROGRESSIVELY EASIER TO LOSE.

BOTH IN CONTEXT WITH AND ALSO WITHOUT REFERENCE TO ABORTION,
the subject of CONTRACEPTION should be discussed.
And
here the practical Schism within the Roman Catholic Church is front and
center for many millions of Americans and also laypeople of other
Faiths.
For the Conservatives of the Magisterium (the teaching body of the Church), we read of:
1) the prohibition against all contraception, including non-abortifacient contraception;
2) the "Unitive Function of Sex", wherein the sex act can only be performed when open to procreation.
As
a faithful and practising Catholic for nearly 89 years, the origin of
these prohibitions is not known to me to be from Jesus Christ or
directly from the Old or New Testaments of the Bible.
I also do not know of any Ex Cathedra statement by a Pope on these specific subjects.
I would be grateful to be informed of any such originating holdings.
And
that leaves us in the situation where many millions of practising
Catholics simply ignore those prohibitions, at least during
child-bearing ages...resulting in the number of practising Catholics
having decreased from 70% to less than 20% of the Laity ("the Body of
the Church", according to the Church).
So, for those
Conservatives (here read Cardinal Burke among others) worrying about
precipitating a "Schism" if they deal realistically with
non-abortifacient Contraception, and a broader function for human
sexuality, and priest marriage, and for Communion for devout but
divorced Catholics...and even for the Biology / Psychology of
Homosexuality : YOU HAVE CREATED A SCHISM.
And pious
words and thunder-bolts from Cardinals...and the fig-leaf of "the
rhythm plan" will not suffice. (Even rhythm depends upon the conscious
interference with Biology in order to thwart being "open to
procreation").
At this point, only an enlightened Holy
Father, the one and only Vicar of Christ on Earth, declaring Ex
Cathedra on these subjects, can save the Church from this second Dark
Age.
Pope Francis could be that Holy Father, reflecting the Justice and Mercy of God.

243 Police Officers have died in 2021
Dozens
of officers died in the line of duty on that fateful Tuesday in
September 20 years ago. Thousands of law enforcement officers ran
toward the carnage in New York City, at the Pentagon, and in a field
outside Shanksville, Pennsylvania.
They put on their uniforms that
morning, leaving behind husbands and wives, children and parents, not
knowing what they would encounter or even if they would return home. I
remember that day almost like it was yesterday because I was still
pretty new to the Dallas Police Department.
Twenty years later, our
law enforcement officers are still running toward carnage, chaos, and
crime – but radical activists have launched an all-out campaign
nationwide to ‘Defund the Police’ and destroy the public trust in these
brave men and women in Blue.
As we remember the tragic attacks of
September 11, 2001, and reflect on the thousands of lives lost on that
day, please consider investing in our mission of providing direct
support to law enforcement officers' families and loved ones. Your

these families in need.
In the two decades since the threats to law
enforcement have changed dramatically, but our responsibility to those
who serve has remained the same. I launched the National Fallen Officer

Law enforcement officers are the first line of
defense against terrorism, violent crime, and chaos on our streets. The
statistics are devastating:
• 243 officers have
already died in the line of duty this year, including 49 in August – a

• Ambush attacks
against law enforcement officers are up 148% in 2021, with a total of
67 attacks, resulting in 83 officers shot and 20 officers killed.
•
Nearly 400 officers have died of COVID-19 since the pandemic began,
having been unable to quarantine or social distance while keeping our
communities safe.
Police are the first line of defense in our
communities, and they often represent the very communities they patrol.
The same passion for serving among law enforcement officers who ran
toward the carnage on September 11, 2001, is the same for those
patrolling our streets today.
These officers deserve our respect.
So, in addition to our support for the families of fallen officers, we
are launching a nationwide billboard campaign called “Police Are People
Too,” where we highlight the sacrifice of brave LEOs who lay it all on
the line to serve and protect our communities.
Take, for instance,
the NYPD officer in Queens who attempted to swim into a flooded
basement apartment during Hurricane Ida to save a mother, father, and
their toddler son. These men and women do everything they can in
service to our communities.
We are raising support to showcase these
valiant efforts on electronic billboards in Times Square. If we
successfully raise funds, we’ll expand this public appreciation
campaign nationwide to Chicago, Los Angeles, and beyond—in cities that
need to be reminded that Police are People too.
Families of the
Fallen deserve our respect and appreciation, and that’s precisely what
the National Fallen Officer Foundation seeks to provide. So, as we
honor and remember those who perished in the terrorist attacks of

Super Heated Water
A Warning
I
saw this article on the internet about super heated water and wanted to
share it with you. I had this happen to me years ago and it scared the
hell out me. I didn't get burned but the water boiled up and out of the
cup. Here is the article.
A 26-year old man decided to have a
cup of coffee. He took a cup of water and put it in the microwave to
heat it up (something that he had done numerous times before). I am not
sure how long he set the timer for, but he wanted to bring the water to
a boil. When the timer shut the oven off, he removed the cup from the
oven. As he looked into the cup, he noted that the water was not
boiling, but suddenly the water in the cup 'blew up' into his face. The
cup remained intact until he threw it out of his hand, but all the
water had flown out into his face due to the build-up of energy . His
whole face is blistered and he has 1st and 2nd degree burns to his face
which may leave scarring.
He also may have lost partial sight in
his left eye. While at the hospital, the doctor who was attending to
him stated that this is a fairly common occurrence and water
should never be heated in a microwave oven. If water is heated in this
manner, something should be placed in the cup to diffuse the energy
such as a wooden stir stick, tea bag, etc, (nothing metal).
General Electric's Response:
Thanks
for contacting us; I will be happy to assist you. The e-mail that you
received is correct. Microwaved water and other liquids do not always
bubble when they reach boiling point. They can actually get superheated
and not bubble at all. The superheated liquid will bubble up out of the
cup when it is moved or when something like a spoon or tea bag is put
into it.
To prevent this from happening and causing injury, do
not heat any liquid for more than two minutes per cup. After heating,
let the cup stand in the microwave for thirty seconds before moving it
or adding anything into it.
Here is what a local high school science
teacher had to say on the matter: 'Thanks for the microwave warning. I
have seen this happen before. It is caused by a phenomenon known as
super heating. It can occur any time water is heated and will
particularly occur if the vessel that the water is heated in is new, or
when heating a small amount of water (less than half a cup).
What
happens is that the water heats faster than the vapor bubbles can form.
If the cup is very new, then it is unlikely to have small surface
scratches inside it that provide a place for the bubbles to form. As
the bubbles cannot form and release some of the heat that has built up,
the liquid does not boil, and the liquid continues to heat up well past
its boiling point.
What then usually happens is that the liquid
is bumped or jarred, which is just enough of a shock to cause the
bubbles to rapidly form and expel the hot liquid. The rapid formation
of bubbles is also why a carbonated beverage spews when opened after
having been shaken.

ON ABORTION, ALWAYS WITH INTENSE FEELING.
America's
Original Sin, Slavery, took 100 years even after a terrible Civil War
to be ended in Law, if not in the damaged hearts of some individuals.
Abortion, the intentional killing of a human being from the moment of conception, may suffer the same fate.
Roe
v. Wade was a judicial abomination, in Law and in Medicine and in
Ethics, akin to the "laws" passed in support of Slavery. It was, and
continues to be with its rotten begotten "precedents", a blight on the
legitimacy of the United States Supreme Court: merely the "800 pound
gorilla that sits where it wants to sit".
A nation of Saints,
toward which America comes closest in this world, would demand and
enact a Constitutional Amendment declaring a Human Being formed and
legally protected from the moment of conception.
The realistic
position would be to return the question to the individual States, in
accordance with Amendment X. That is the action just taken by the State
of Texas and - at least for now - upheld by the USSC.
Of the
millions of words being written recently on this subject, I offer two
samples. The first describes the likely new status of the question. The
second describes the morally bankrupt and personally debasing (for
women) "My body, my choice". NO, NOT AFTER YOU ARE PREGNANT WITH
ANOTHER HUMAN BEING!
